Description

Solar One is looking for a Part-Time Contract Compliance Analyst. The Analyst will oversee Solar One’s compliance program with a focus on US Federal & State Government grants and contract regulatory requirements. The contract compliance role will assist Solar One’s management in all aspects of complying with and managing Solar One’s contract (sub-recipient agreement - SRA) with Governor’s Office of Storm Recovery (GOSR) and subsequent project applications. The Contract Compliance Analyst will ensure that Solar One complies with all State and federal government contracting and reporting requirements, including compliance with A-133 requirements.

Essential Functions

• Contract Compliance and Reporting: The Contracts Compliance Analyst will assist Solar One in managing all contract compliance and reporting requirements of its contract. Duties include preparation and submission of required reports and compliance documents, including A-133 requirements. • Project Application Management: As part of the project, Solar One will submit Project Applications for selected sites. The Contracts Compliance Analyst will oversee this process and ensure that submitted applications are compliant and that approved applications are processed in accordance with SRA requirements. The Contracts Analyst will manage all approved applications in coordination with Solar One executives. • Centralize, create, and maintain internal policies to align Solar One’s operations with State and federal regulations. • Work closely with Operations, Development, Finance, Program Directors, and Executive Director to identify solutions for areas where State and federal compliance will require supplements to internal policies. • Review project budgets, expense reporting, procurement, and other internal processes to ensure ongoing compliance with applicable regulations. • Provide advice and guidance on sub-recipient pre-award assessment and post-award monitoring. • Ensure accurate grant closeout procedures. • Create and oversee internal monitoring and audit programs as needed. • Remain current on applicable and pending laws, policies, regulations, and trends. • Additional fiscal responsibilities as needed. • Potential for broader organization-wide compliance activities in the future.

Qualifications

• B.A. or B.S in Business Administration, Finance, Accounting or related field • 3+ years of experience with Federal & State compliance programs • Proven and extensive knowledge of accepted contracting and subcontracting principles and practices, and applicable Codes of Federal & State Regulations • Knowledge of federal auditing requirements (A-133) and awareness of current federal auditing standards • Knowledge of GAAP and financial activities at nonprofit organizations • Excellent business writing skills
